Health Policy Rollup: State Action We’re Watching in July 2025
Here are the bills we’re watching this month.
Connecticut's Healthcare Reform Package
Governor Ned Lamont (D) signed SB 10 into law in early July, which has a number of healthcare reform provisions, including mental health parity reporting requirements for insurers, prohibition on step therapy for certain prescription drugs, and authorizes the Insurance Commissioner to reduce an insurer’s requested rate filing by 2 under certain conditions, among other elements.
Iowa and Montana Push Medicaid Work Requirements
Both states have either submitted or announced their intent to submit 1115 demonstration applications to the Centers for Medicare & Medicaid Services to implement work requirements. In Iowa’s case, the application seeks a requirement of 100 hours worked per month, and Montana intends to request 80 hours worked per month for eligible populations.
Oklahoma Implements "Make America Healthy Again" Agenda
Governor Kevin Stitt (R) issued Executive Order 2025-13 in late June, which requires the state to take on initiatives related to the Make America Healthy Again initiative. Notably, it requires the state to apply for a Supplemental Nutrition Assistance Program (SNAP) waiver to exclude soft drinks and candy from eligible SNAP purchases. The EO also requires the state to stop issuing public endorsements of fluoridation of public water systems. Finally, it establishes the Make Oklahoma Healthy Again Initiative and Advisory Council.
Maine Considers Expanded PDAB Authority
On June 25, the legislature enrolled legislation (LD 697) to expand the authority of the Prescription Drug Affordability Board (PDAB) to include assessing strategies to reduce prescription drug costs, spending, and cost barriers, including an assessment of UPL authority, PBM regulation, and reference-based pricing. However, Governor Janet Mills (D) chose to postpone her decision on the bill until the legislature reconvenes in January 2026.
